I made the following changes

• Look for pijul in $PATH before looking in .cargo
• Pijul-vscode was not working on Windows because of path problems with the cwd, which necessitated the removal of the beginning forward slash.
• It also wasn’t activating when the .pijul directory was in the root of the workspace, so I added that.
