* Add -DDEBUG to DEFINES when DEBUG is set.

Add variable EXTERNAL_FLAGS, for setting compiler flags from the make command line. Trying to do this with EXTRA_FLAGS clobbers the makefile's changes to EXTRA_FLAGS, like adding "-ggdb".
